Fiscal Year 2024 Changes

Basic information about both potential Fiscal Year 2024 EMIS changes and scheduled Fiscal Year 2024 EMIS changes are available in the table below. Release information also is included when available. The changes are listed in numerical order, starting with the most recently requested change. Note that releases are scheduled for every other Thursday, and this page is updated on a regular basis.

Ohio law requires EMIS to create a process by which users of the system can review and provide public comment on new or updated EMIS guidelines. EMIS changes that are subject to this process must be posted on the website for 30 days for public comment, 30 days for the Department's response to comments, and then another 30 days for public review before changes are considered “final.”

Changes that are open for public comment can be identified in the table below by a short title in red font. These changes also include the relevant comment and review dates and attachments with the details of the changes. To submit comments about a change, use the email link listed for that change. Each email link is unique to the particular change. Please do not include comments for multiple changes in a single email.

To assist with the calculation of information included by Ohio law on the local report cards, total count of credits a student has earned towards graduation as of the start of the current school year is needed. For the FY23 report card, the data reported via the Graduation – Core Summary (GC) Record was found to be inadequate for these purposes. This change adds a new element on the Student Attributes – No Date (FN) Record to collect this information.

Change Allowable Grade Range for RIMP  Codes

HB 33 (the budget bill) allows some students who would previously have been retained in grade 3 to be promoted to grade 4. In these cases, the students are to continue their RIMPs into grade 4 and then into grade 5 and the into grade 6 and so on as appropriate. This change will allow reporting of RIMP codes in grades K-4 beginning in FY24.

Intradistrict Enrollment

HB 33 (the budget bill) requires districts to report the number of students attending a school within the district other than the one normally assigned. Also sets the timing for intradistrict enrollment lotteries.

Between the Attending Building IRN and the Assigned Building Area IRN, districts already report this information to the Department. Therefore this change will not require changes in reporting. There will be a Manual update to clarify that intradistrict enrollment lotteries are one of the reasons students attend different buildings.

TLC Status Report related updates. HB 33 (the budget bill) included several provisions that may impact the TLC Status Report. Final details about these changes and how they will be implemented have not yet been determined.
  • Licensure grade bands are being expanded from PK-5, 4-9, or 7-12 to PK-8 and 6-12. When this change takes affect and who it impacts has not yet been determined.
  • Grade level flexibility is being provided. Educators will be able to teach their same subject areas, but to grades two years above and below their license.
  • Creation of a pre-service teacher permit.
  • Creation of an alternative license for members of the military.

Blizzard Bags Repealed and Replaced

HB 33 (the budget bill) repeals the use of blizzard bags. This has been replaced by a provision that requires districts that do not have a blended learning model to adopt by Aug. 1 each year a plan to provide instruction via real time synchronous learning on a virtual learning platform to make up up to the equivalent of 3 school days. Time made up must be due to closures for "disease epidemic, hazardous weather conditions, law enforcement emergencies, inoperability of school buses or other equipment necessary to the school's operation, damage to a school building, or other temporary circumstances due to utility failure rendering the school building unfit for use."

The name of the relevant attribute--C_DBLZZARD--will not change. The description of this attribute and other relevant text in the EMIS Manual will be updated to reflect this change.

Changes to Homeschooling

HB 33 (the budget bill) changed the terminology from "home instruction" to "home education". (Note that in the EMIS Manual, the term "homeschooling" has been used.) The bill also changed what is required of a student to leave school for home education. The bill requires that the school be notified within 5 days of a student starting home education and annually thereafter. There will no longer be requirements regarding superintendent approval.

This change will update the name of the withdrawal option and language within the Manual.

Though still only required reporting for community schools, the Student Contact (FF) Record and the Student Contact Address (FG) Record will now be reportable by all EMIS reporting entities. This reporting will be used with the new direct certification process for the National School Lunch Program, which may result in more students being identified as eligible without having to complete family income verification forms.

Eliminate Student Transportation (FP) Record

This change deletes the Student Transportation (FP) Record and corresponding EMIS Manual Section 2.21. For the past several years, community schools that transport students have been reporting FP Records. This reporting was necessary for funding purposes. However, this funding is now based on data in the School Foundation Payment System (SFPS). This change was confirmed too late to delete the record for FY23. This change deletes the FP Record in FY24.
