The No Child Left Behind Act (NCLB) stipulates that all teachers be highly qualified in the academic content areas they teach. These requirements apply to all teachers, regardless of who is the teacher of record. In order to receive federal funds, districts must report the number of teachers who are highly qualified, and contact parents if their children are being taught by non-HQT staff. The reporting does include gifted intervention specialists.
The Ohio Department of Education's Office of Educator Licensure has created a toolkit to assist districts in evaluating the credentials of teachers with regard to the highly qualified teacher (HQT) standards. In addition, the Office for Exceptional Children's Gifted Services staff has created a fact sheet to help gifted intervention specialists understand the requirements.
