Description of Fund

This fund within the stimulus package provides allocations to local educational agencies (LEAs) to help them ensure that children with disabilities, aged three through five, have access to a free appropriate public education to meet each child's unique needs. It provides LEAs with the opportunity to improve their preschool special education program in a variety of ways described in the Uses of Funds document.

Who is eligible?

Local Educational Agencies (LEAs), MRDDs, and Community Schools that reported serving children who were still five years old by December 1 in the 2008 child count.

Application Process

Districts are provided the deadline on which all applications must be received in the electronic Continuous Comprehensive Improvement Plan system (CCIP). A SAFE account is needed to input data into the CCIP. (For help navigating the CCIP, click here.)

Section 605 of the IDEA authorizes the use of IDEA funds for construction and or alteration of facilities. LEAs must obtain prior approval to use IDEA funds for construction and/or alteration of facilities. The links below provide IDEA construction guidance and the IDEA construction form.

Reporting Requirements

The Ohio Department of Education collects data from ARRA Program sub recipients on a quarterly basis and reports that data to the federal reporting web site on behalf of LEAs. The data that is collected consists of the calculated FTE  and description of jobs created or retained and funded by that program, the identity of any vendor who received a single payment from a single ARRA fund in excess of $25,000.00 and the amount and description of Infrastructure expenditures for applicable programs.
