Description of Fund
Under the Teacher Incentive Fund (TIF), the US Department of Education will award $200 million in competitive grants to local education agencies (LEAs), states, or partnerships of one or more LEAs or states and at least one non-profit organization. Among other issues, the purpose of the grants is to develop and implement performance-based teacher and principal compensation systems in high-need schools, defined to mean a school with more than 30 percent of its enrollment from low-income families. Funded performance-based compensation systems must consider gains in student achievement as well as multiple classroom evaluations and provide incentives for educators to take on additional responsibilities. The ARRA also requires the Institute for Education Sciences to conduct a rigorous national evaluation of TIF to assess the impact of performance-based teacher and principal compensation systems.

Application Process
TIF grants support local projects that reward teachers, principals and other school personnel who improve student achievement. States, districts and non-profits partnering with states or districts are eligible to apply. Applications are due July 6th and grants will be awarded in September 2010.

Reporting Requirements
The Ohio Department of Education will collect data from ARRA program sub recipients on a quarterly basis and report that data to the federal reporting web site on behalf of LEAs. The data that will be collected will consist of the calculated FTE and description of jobs created or retained and funded by that program, and the identity of any vendor who receives a single payment from a single ARRA fund in excess of $25,000.00.
